Dunning-Kruger, groundwater quality, and avoiding a collective moral failing

The Dunning-Kruger effect is a cognitive bias whereby people vastly overestimate their competence in a given domain, by being unaware of just how little they know. Could this be the case with our perceived ability to continue relying on groundwater as a primary resource of clean water, when there is so much we don’t know?
